Khilafat movement was started by the two young Muslim brothers, moh. Ali and Shaukat Ali. Khilafat committee was formed in 1919 on the khilafat issue. The rumours were spread that a harsh peace treaty is going to be imposed on Khalifa, the spiritual head of the Islamic world. Here is your answer. But I doubt that these were rumours or real

Khalifat movement is started by Ali brothers named Mohammad Ali and Saukat Ali along with non-cooperation movement they were against British because it is a rumour that a harsh treaty is to be signed with that reduces his temporal powers
