The Rowlatt Act came as great shock to the Indians. For the act in the name of curbing a handful of revolutionaries enacted a law taking an Indians as offenders. All the elected Indian members in the Imperial Legislative Council vehemently opposed the Act. Srinivasha Sastri warned that the measure would hurt the good as well as the bad. The press was highly critical, calling it a 'gigantic blunder'. To Gandhiji the Rowlatt Act was unacceptable. He started organising people for a greater movement until the Act was renounced.
