Both true but r not the correct explanation. Hcl shows acidic character only in the presence of water and hence does not turn dry Litmus Paper red so it is true reason says that hydrochloric acid gives h + ions in present of moisture this is true according to uh according to our heaney's concept of acids but these two statements are not interconnected so answer is B
