It is because the frequency of dc is 0Hz .Thus, the capacitative reactance becomes infinity for it and capacitor does not allows dc to pass through it.however for ac frequency in india is 50 Hz and the value of capacitative reactance for it is not 0. Capacitative reactance=1÷wc,here w=omega.
