They are the people from the third estate formed as a new government because they won't get equality in voting and they got only 1 vote, this is same for all the estates but the first and second estate combained with the king and increased the taxes on third estate so that the two can also get the taxes but the poor third estate cannot afford this and also they were made the 98% of the population in France so they started to make their own government.
