1) The Indian Constitution declares India as a Union of States formed upon merging of several princely states during the deadly Indo - Pak Partition. 2) The Indian Constitution originally facilitates development of a two tier system (Union aand State Governments). The third tier was added in 1992 on implementation of Panchayati Raj Act. 3) The Constitution guarantees a three fold distribution of legislative power in the form of three lists namely Union list, State list and Concurrent list. 4) The Constitution considers its Federal provisions one among its key cornerstones. Therefore, changes in these provision require passing of the proposed amendments through both houses of Parliament with 2/3rd majority and by half of total state legislative bodies. 5) Judiciary plays an important role in Indian Federal System wherein both Supreme Court and High Court can take decisions.
