The need for fair power sharing between different social groups. The Belgians had realised the need for doing away with regional disparities. So, they made amendments in the Constitution between 1970 and 1993 and adopted the policy of accomodation. As a result, the chances for conflicts decreased and people of all communities felt that their role could make a difference in the governance. Thus, civil war was avoided in Belgium. But, soon after independence in 1948, in Srilanka, the Sinhala leaders had taken virtue of their majority and established supremacy in the government who in turn adopted majoritarian measures. This led to a civil war in Srilanka between 1983 and 2009.
