1) Certain services which are commonly required by all at individual level. Eg :- Freedom, security, peace, happiness, respect, etc cannot be bought using money. 2) Certain services which are required by all at community level. Eg :- Pollution free environment, unadulterated food and medicines. 3) Certain things ensured at National and global levels. Eg :- Literacy.
