The Agenda 21 is the legal declaration signed by the world leaders in 1992 at the United Conference on Environment and Development, which took place at Rio de Janeiro in Brazil .it aims at achieving global sustainable development. It is an agenda to combat environmental damage poverty , disease through global co-operation on common interests , mutual needs and shared responsibilities. The major objective of the agenda 21 is that every local government should draw it's own local Agenda 21.

It was a declaration signed by world leaders during the first UNCED (United Nations Conference on Environment and Development) at Rio de' Janeiro, Brazil in 1992. It emphasized on environment conservation and sustainable development. Its major objective was to ensure that all local parliamentary units had their own local Agenda 21.
