Criterion used by UNDP is HDI (Human Development Index) and that used by World Bank (IBRD) is PCI. 1) HDI = Defined as cumulative average of LEI (Life Expectancy Index), EAI (Educational Attainment Index) and PCI (Per Capita Income. HDI = (LEI + EAI + PCI) / 3. Not only depends on economic aspects but also on social aspects. 2) PCI = Defined as the ratio of National Income (N.I.) to population (P). PCI = N.I. / P. Only depends on size of income.
