In the PDS system, the Government procures foodgrains from farmers, through FCI, and provide them with a Minimum Support Price or MSP for better financial security. They are then, stored in FCI granaries and are made available to public through fair price shops or ration shops at a price lower than market price known as ISSUE PRICE. Here, government protects both producers and consumers.
