1) Economic Depression = Subsistence crisis became common all across the country and Agricultural prices fell down creating huge loss to farmers. They were unable to pay revenue. 2) Simon Commission = The new Tory Government in Britain appointed a statutory commission under Sir George Simon to look into Constitution system in India during pre - revolutionary days. However, it was an all British commission, had no Indians. This caused widespread anger among Indians. When the Simon commission arrived in 1928, it was welcomed with black flags and slogans saying "Simon Go Back". All parties gave equal participation. Seeing violence spread, Lord Irwin gave a vague offer for dominion status for India. This eventually led to C.D.M.
