They felt that using a female allegory would help inculcate a sense of collective belonging, collective heritage in the minds of Indians especially during the 1920s. The allegory never signified a woman in real life but a female figure who resembled the abstract idea of the nation. Also, maybe for women empowerment.

It could have been bharat pita but since around those years most of our scholars were english educated so western history had an influence on them so as France had marianne and Germany had germania we jave bharat mata.

It is because from the time of French Revolution female were personified as an allegory hence instead of creating and image of Bharat pita the picture of Bharat Mata was created
