1) Regular elections to local parliamentary bodies every 5 years. 2) Reservations were made for SC, ST, OBC categories. 3) About 1/3rd reservation for women to local governments. Now, 50%. 4) State election commission was formed with an objective of ensuring free and fair elections at the local level. 5) State had to share some of its powers especially taxes with local governments.
