This is because these chambers receive blood from outside the heart ie, from cells who through diffusion, expels out the carbon dioxide into the blood which was formed as byproduct of oxidation of glucose in the mitochondria of the cells and takes in as much oxygen from the blood as possible. So, [O2] < [CO2].
