1) power should be shared between state and local and union govt 2)1/3 rd seats should be reserved for woman 3)Elections should be held regularly 4)there are 3 tiers of govt i.e legislative, executive, judiciary 5)Seats should be reserved for lower class people such as SC's ,SC's etc.
