It is due to the planet's apparent closeness to earth , the light coming from these celestial bodies does not bend much due to earth's atmosphere

Stars emit their own light but planets do not. So due to the atmospheric refraction stars appeared to be twinkling at night.

Because planet ka man chanchal hai But planets Are closer than the star. And light from planet are consider as extended source of light and thus it nullify the twinkling effect .
