Because arunachal Pradesh is on East of india and Gujarat is on West of india.There is a longitudinal exent of 30 degree from West to east.The time difference of 1 degree of longitude is 4 minute.therefore,30 ×4=120 minutes or 2 hours. So , there is difference of two hours between arunachal Pradesh and Gujarat
