Planets don't twinkle as they are much closer to sun and this are seen as extend d sources If we consider a planet as a collection of several point sized sources of light then the light coming from every point sized source will average out to zero thus nullifying the twinkling effect.

Planets do not twinkle as they are very close to us so the amount of light we perceive through them is much higher than the atmospheric refraction.
