Anil didn't hand har singh the thief to ? because the thief had returned the money as it is to anil. The thief stoled the money that was bought by anil the same day. He had kept it under his pillow. Which was saw by thief and he stoled. But hari singh recognized the money and kept it back. So anil didn't hand hari singh to police

Anil does not hand the thief over to the police because he has put the money back at its place. It shows that he realized his fault. He wants to make amends for his ways. He must have felt guilty with himself.
