The minimum wages for a farm labourer set up by the govt. is ₹60/day. But the wages of labours of Palampur was less than that is decided by govt. because there is high competition of labourer. That's why the wages of labours in Palampur is less than that is decided by government.

The minimum wages for a farm labourer set by the government are Rs. 60 per day, but wages of farm labourers in Palampur are less than minimum wages because there is a heavy competition for work among the labourers. So, people agree to work for lower wages.
