Liberalism is a political and moral philosophy based on liberty, consent of the governed and equality before the law. Liberalism became a distinct movement in the Age of Enlightenment, when it became popular among Western philosophers and economists. Liberal democracy emphasises the separation of powers, an independent judiciary and a system of checks and balances between branches of government. Liberal democracies are likely to emphasise the importance of the state being a Rechtsstaat, i.e. a state that follows the principle of rule of law.
