Paper was more expensive in thirteenth (13th) century because it was not easily available.
In fourteenth (14th) century, the paper was easily available and thus was cheaper as compared to the 13th century. There were various improvements in the production of paper in 14th century and thus we see a good quality paper was produced in bulk. It made the paper easily available and also reduced its price.
