In a federal system, the national and state governments are at par with one another. Both governments have equal power and one government cannot overpower the other. The following are some steps taken by India towards adopting federalism. 1. Formation of a two-tier government with regional level State Governments and national level Central Government 2. Division of the country into various states based on language spoken 3. Declaration of India as an amalgamation of states 4. Decentralization of regional level governments with Panchayats and Municipalities at the rural and urban levels respectively
