A democratic government must establish a system of rules and laws that enables democracies to function as per norms and procedures and not according to whims and fancies of a ruler. Also a democratic government must provide room and scope for political opponents for media to function. Most importantly, the democratic government must respect the rights of the individuals, which are to be duly protected by an independent judiciary
