A Cyclic method of league tournament means one of the teams is kept fixed.

Explanation:

In a cyclic league tournament one of the team is kept fixed whereas the others are known to be moved around.
If there are even number of teams no bye is given. But if the teams are odd a bye is provided at each round.
With byes they are normally provided at the first round of the tournament. To arrive at the byes you have to subtract the number of teams taking place in a tournament with the teams above
