The Blog is where you regularly post articles that your visitor can read, you can share your knowledge, ideas, reviews, etc on your blog. For e.g. TechCrunch, Mashable, Gizmodo, etc are the blogs.
A website is where you sell products or provide services to your users. Google, Facebook, Twitter, Amazon, etc are the websites.
Many platforms provide Blog integration with your website. if create a website with self-hosted Wordpress, Online store with Shopify, Bigcommerce, etc to sell products or services and create a blog too.
It totally depends on you and your purpose, which is effective for a beginner.
If you plan to sell products, you can choose Shopify. (Recommended for the online store)
If your main purpose is to post articles you can choose self-hosted Wordpress (Recommended for the Blog, online store, other services).
