Mir was named as a Russian community. It was a self governed community of peasants households who elect its own officials. In this community, every person was governed by themselves and take decisions by self only.

They also control local forest, fisheries, hunting grounds and vacant lands.

They are responsible for the payment of state taxes.

They also viewed the mir as a germ of a future.
