After unification, Bismark accepted a constitution that would unite the German states in a federal form of government. The federal government controlled common matters including national defense, foreign affairs, and commerce, while local state rulers handled education, law enforcement, and local taxation. Reunification of East and West Germany major in Central Europe and with that came new international responsibilities. These included a new commitment to democracy, human rights, and an end to racism.
