A chemical reaction involves the breaking of one set of chemical bonds in the reactants and the formation of a new set of bonds in the products. ... Since a chemical reaction (when it occurs/is feasible) is a natural process, the consequent equation is always consistent [4].

The chemical  reaction needs to be balanced as, it is only rearrangement of atoms.

Atoms are neither created nor destroyed during a chemical reaction.

Therefore, the chemical reaction needs to be balanced to follow the law  of conservation of mass.
