I think answer (a) the head of post office. (b)Lencho write a letter to god becz the hailstorm comes and destroy all the crops of him, By which they spend whole year. Their all crops are ruined by hailstorm and he and his family got hungry whole the year. Lencho had faith in god, he thinks that if he tells that I am in a big problem then the god must help me. So he decided to write a letter to god, so that god gives him a 100 pesos to spent a whole year.
