Any number which is in the form of p / q , where p, q are integers and q ≠ 0 are called Rational numbers.

Q = { p / q : p , q € Z , q ≠ 0 }

This means even negative numbers can be rational numbers. Since we cannot determine the smallest negative integer, since it goes on and on and on to infinity, hence it is not possible to determine the smallest rational number
