1) There were prolonged debates on whether to extend the rights of man to all French Colonies.
2) When the Convention decided to free all slaves in 1794, Napoleon reintroduced slavery ten years later.
3) A huge portion of the French economy depended on slave trade and cities like Bordeaux and Nantes owed their position to the slave trade.

The Law of 20 May 1802 had the express purpose of restoring slavery in Saint-Domingue, Guadeloupe and French Guiana, and was passed when Napoleon turned his attention to the French colonies in the peace that followed the 1802 Treaty of Amiens, which also restored Martinique to France.
