Emf of a cell-- It is a maximum potential difference across the terminals of a cell in an open circuit.

EMF or electro motive force is the potential difference across the two electrodes(anode and cathode) of a cell when the cell is not connected to a circuit.It is different from that of terminal potential difference which is the p.d across the circuit or across the resistances in an external circuit.Terminal p.d is smaller than emf. Generally,V=emf-I*r (where r is the internal resistance of cell,V is the terminal p.d I is the current).Note that there are cases when the equation changes.
