"In a democracy each adult citizen must have one vote and each vote must have one value" this statement means in a democratic country all are treated equal with same value given to each individual. All the given options hold true for the state except Fiji, because a vote of Fiji-Indian has less value when compared to the vote of indigenous Fijian.
