In 1858 , Italy was divided into seven states . Only one , SARDINIA - PIEDMONT was ruled by italian princely house. Even the Italian language had not acquired one common form and still had many regional and local variations. So , only the people of SARDINIA - PIEDMONT thought of themselves as Italian and people who live in other parts of Italy don't think that they are Italian.
