I think the answer is 11 since neopentyl chloride is 1-chloro 2,2-dimethylpropane.Primary hydrogen is the one which is attached to primary carbon(carbon attached to another single carbon) and here there are 9 primary hydrogen atoms in the three CH3 groups surrounding a carbon + two hydrogen atoms attached to the CH2 group attached to Cl and one carbon.
