B'coz the rowlatt act was passed hurriedly by imperial legislative council despite the opposition of indian members . Also this act gave enormous power to British official to detain and lock any leaders for 2 yrs without any trial. Thus to oppose these schemes ..gandhiji decided to launch the movement
