First understand why electron potential develop somewhere due to gain or lost of charges region becomes high potential or low. Now earth is very large if u take some charges out from it or add some charges add to this. All charge distributed overall on earth now u think does it change it potential? Obviously no hence we say it has 0 potential

The real earth is electrically neutral this means that it has the same number of electrons and protons so their charges cancel out overall
