DNA is a genetic molecule. Yes, its right! Therefore any effect on the reproductive cells during replication of DNA will similarly have an effect of variation in the organism. But if any changes occur in the somatic cells of the body of any organism (muscle cells or skin cells etc.) it does not effect the next generations of the organism simply because there is no change in DNA. Similarly, in the case of mice experiment the tails were cut down (somatic cells) which didn't affect the genes. Therefore, the next generation also had tails as all mice have.
