It is an increase in the frequency of the sound,light or other waves as the source and observer moves towards each other.the effect cause the sudden change in pitch noticeable in a passing Siren, as well as the red shift seen astronomers.

When ever there is relative motion between source, observer, medium then the frequency of the waves received by observer is always different from frequency of waves emitted by source
