Because of yield point of steel is greater than the rubber

You must have seen stress strain graph. When on applying very low stress the strain is very much in case of rubber. Practically also u need very small force to strech a rubber. But it breaks easily that means it doesn't posses much plasticity. While need a lot of force to strech a steel is required and its plasticity period is large. I doesn't break easily intead it occupies a new strech limit after every streching.
