When a light ray enters into another medium with respect to first medium,the speed of light changes because here refraction of light takes place.The particles get refracted only in case if that light is changing its medium. The change in medium is either rarer to denser or denser to rarer,with respect to this speed of light decreases or increases. For every medium there is a particular permitivitty ,accordung to permitivitty speed of light increases or decreases.
