Because frequency of red light is not sufficient to emitt an electrom from that surface whereas blue light has higher frequency then red light

As photoelectrons are ejected, so the frequency of red light is greater than the threshold frequecny . Now as the frequency of bue light is more than tha frequency of red light, so photoelectrons can be easily ejected. Hope you understand.
