Ozone is only stable at upper atmosphere but when it comes in down the atmospheric pressure exist due to this O3 breaks into O2 and [O](nascent oxygen) and nascent oxygen is unstable.

Because it is an endothermic compound....breakdown of it into oxygen and nascent oxygen releases energy and entropy due to which ∆H is -ve and ∆S is +ve and thus ∆G becomes highly -ve i.e. ozone brekadown is more feasibel...and ozone is thermodynamically unstable...
