Water has a much dielectric constant necause water has high dipole moment. Therefore its polar nature is greater than mica.

Water,due to its polar nature has a large dieletic constant .therefore Water molecules have very large Electric dipole movment And us forced to rotates its respond To alternates extrnal Electric field Mica on other hand is less polar than waterand hence it has low dielectric constant
