Because of atmospheric refraction.Stars are quite far from our earth and that's why act as a point source of light the light that reaches us is refracted a number of times in our Earth's atmosphere due to whuch the stars appears to be twinkling giving a flickering effect.while the planets acts as an extended source of light so even the right rays are refracted some of the light rays from the beam of light reaches our eyes continuously cancelling the twinkling effect .?
