Because in Solids, the particles (or molecules) are tightly fixed at their own plzce, due to which no movement occurs in them, and as a result, no attraction from bulk particles, and hence, no Surface tension in solids. But in case of Liquids and Gases(Fluids), the constituent particles are in motion, due to which an attraction from bulk particles give rise to Surface tension in Fluids.

Surface tension is the property of the liquid surface which arises due to the fact that surface molecules have extra energy.
Surface energy is the extra energy which the molecules at the surface have.
Surface tension is the property of the liquid surface because the molecules have extra energy.
