Because of the following factors
. The decision making process is time taking whereby justice delayed is justice denied
. Govt is not completely free from corruption
. Though elections are free and fair but not everyone is able to contested election due to the heavy expenses of elections cannot be met by poor stratas of society
. There are vast economic disparities

Yes,i agree this statement .they are not so good in practice because of the malpractices , misusing the power given by the government etc...
