The Weimar Constitution had some inherent defects, which made the government weak and unstable and vulnerable to dictatorship. The defects were:

A. Proportional representation: It gave rise to coalition governments because it became impossible for anyone political party to achieve a majority.

B. Article 48: It gave the President the powers to impose emergency, suspend civil rights and rule by decree.

This resulted in formation of twenty different cabinets lasting 239 days on an average in the Weimar Republic. People no longer had faith in the democratic parliamentary system.
